Pennsylvania’s regulated gambling industry reached an unprecedented monthly revenue level in November, as strong sports betting performance combined with sustained online casino activity to push overall figures to a new high. According to data released by the Pennsylvania Gaming Control Board, total gambling revenue for the month reached approximately $623.1 million, exceeding the previous statewide record by 3.5%.
The November total represented a 10.8% increase compared with the same month in 2024 and also finished 4.4% higher than October’s results. While most digital gambling categories reported growth, land-based casino operations recorded modest year-over-year declines. State tax collections from all gambling activity amounted to $260.9 million for the month.
Sports Betting Leads Monthly Performance
Sports wagering emerged as the primary driver behind November’s record-setting results. Bettors placed $990.6 million in wagers during the month, setting a new statewide handle record (pdf). The figure exceeded October’s previous high and was 5.9% greater than November 2024.
Taxable sports betting revenue reached $98.3 million, surpassing the prior record of $77.1 million established one year earlier. Online sportsbooks accounted for $92.4 million of that total, while retail sportsbooks contributed $5.9 million. Combined, sports betting activity produced an overall hold rate of 9.92% for the month.
FanDuel and Valley Forge Casino Resort returned to the top position among operators after briefly falling to second place in October. The partnership generated $58.4 million in revenue from $372.9 million in wagers, resulting in an 11.85% hold. DraftKings and Hollywood Casino at the Meadows followed with $28.1 million in revenue off a $299.8 million handle. Hollywood Casino York and Fanatics Sportsbook ranked third, producing $5.7 million from $62.2 million wagered.
Additional analysis showed that sportsbooks statewide posted a collective hold of 12.7% during November, exceeding the national November average across reporting jurisdictions. Despite falling just short of the $1 billion milestone, Pennsylvania established a new monthly handle record for the second straight month.
FanDuel and Rivals Rewrite Sportsbook Records
FanDuel’s November performance set a new single-operator revenue benchmark in Pennsylvania, generating $58.2 million in gross winnings. That figure surpassed the operator’s prior state record of $54.7 million set in January 2024 and reflected a 26.8% increase from November of last year. FanDuel recorded a 15.7% win rate on $370.7 million in wagers during the month.
Promotional spending remained a key factor in FanDuel’s market position. The operator issued $14.2 million in bonuses and credits in November, accounting for more than half of the $26.2 million spent collectively by the state’s 12 online sportsbooks. FanDuel’s total promotional outlay for the year surpassed $100 million.
DraftKings also posted its strongest month in Pennsylvania history, producing $31.6 million in revenue from $296.8 million wagered. The operator achieved a 10.7% hold while continuing to scale back promotional spending, which declined to $3.9 million for the month.
Fanatics ranked as the “best of the rest” after recording $7.1 million in revenue, supported by a 12.1% hold on $61.1 million in handle. Bet365 and BetMGM rounded out the top five, each exceeding $6 million in revenue.
Online Casino Growth Offsets Retail Declines
Online casino gaming remained a significant contributor to statewide revenue, even though November did not establish a new monthly record for the segment. iGaming revenue totaled $242.7 million, reflecting a 21.1% increase from last year but finishing 3.4% below October’s peak.
Online slot games generated $185.4 million, rising 24.7% year over year, while internet table games contributed $55.1 million. Online poker revenue edged down slightly to $2.3 million. Hollywood Casino at Penn National Race Course and its partners led the iGaming market with $91.3 million, followed by Valley Forge Casino Resort at $70.9 million and Rivers Casino Philadelphia at $38.2 million.
Land-based casino results were mixed. Retail slot machines generated $201.2 million, narrowly trailing last year’s total, while table games revenue declined 3.6% to $74.7 million. Video gaming terminals at truck stops produced $3.5 million, and fantasy sports contests generated $2.5 million, both posting year-over-year gains.
