The capital of Paraíba, Brazil, will host a major addition to its entertainment landscape this week with the opening of the Diamond Poker Club & Sportbar. The new venue, situated on Avenida João Maurício across from Praia de Manaíra, brings together poker tables, lottery products, sports broadcasting, and premium food and beverage offerings in a single facility. Its launch is scheduled for Thursday (15) at 7 p.m., accompanied by an opening ceremony with invited guests from public institutions, private enterprises, and local social circles.

Multi-Use Complex Integrates Gaming, Sports, and Gastronomy

Diamond structures its operations around multiple distinct attractions that function inside the 1,200-square-meter space. Among the experiences included are Lotto Master, Realeza da Sorte, JPT – Joker’s Poker Tour, and HAO. The combined project can accommodate up to 400 people simultaneously and aims to serve as a meeting point for poker players, sports fans, and tourists seeking food and cocktails in a controlled environment.

The complex offers a sports bar with live transmissions of athletic events and a membership-based poker club. Culinary service includes a bar, cocktail lounge, and gastronomy curated by nationally recognized chef Onildo Rocha. Organizers state that the model has the potential to generate approximately 150 direct and indirect jobs during its initial phase, in addition to contributing to broader economic activity in the region.

Management emphasized that each area of the establishment operates autonomously, with no financial or operational overlap with the regulated lottery activities. Manaíra Vip is responsible for administrative duties such as reception, security, organization, and institutional services. The company does not conduct betting activities and only handles administrative functions.

Regulatory Model Reflects State Lottery Framework and Legal Precedents

Diamond incorporates a regulatory architecture that conforms to the competencies granted to states for operating lottery services in Brazil. Lottery activities inside the venue operate under authorization and supervision of the State Lottery of Paraíba (LOTEP) for modalities that include fixed-odds betting and instant lotteries. According to BNL Data, the structure is aligned with decisions of the Federal Supreme Court regarding state authority over lotteries, as addressed in ADPFs 492 and 493.

According to the administration of the complex, “Diamond was created with the intention of offering an integrated, secure, transparent, and fully regulated experience, inspired by the best international practices in the gaming and betting sector, positioning João Pessoa as one of the emerging capitals for regulated entertainment in Brazil.” Management said the goal is consistent with efforts to promote consumer protection, formalization of betting activity, and reduction of informal markets.

The project aligns itself with public policy objectives associated with state lottery services, including revenue generation. State legislation in Paraíba designates lottery-related resources for social welfare initiatives and programs involving education, sports, assistance, health, and social development. In recent years, Paraíba expanded its fixed-odds licensing framework through a tender that grants operators ten-year renewable licenses for both retail and online environments.

Diamond presents itself as a contemporary addition to João Pessoa’s leisure and tourism offerings, operating every day from 2 p.m. to 2 a.m. The establishment includes its own parking area and valet service, targeting visitors seeking regulated entertainment options in a safe and structured environment. The administration believes the complex could strengthen João Pessoa’s profile as part of the country’s emerging regulated entertainment market.

The initiative’s backers say the project intends to contribute to economic development while expanding access to legally compliant entertainment options within the state. Organizers also highlight the integration of gastronomy and sports as part of the venue’s appeal alongside regulated lottery play and poker.
