Kansas Governor Sam Brownback put the final nail in the coffin of debate over whether fantasy sports betting is legal in his state. Brownback signed SB 267 into law Tuesday clarifying the legality of fantasy sports betting.

The saga began with the state gambling regulator declaring last August that in their opinion fantasy sports betting was a private, and thus illegal lottery.

This was followed by an opinion from the state’s top cop, Attorney General Derek Schmidt in late April defining the pastime as a game of skill, rather than chance, and thus allowable under the Kansas constitution.

In early May the measure was passed by a resounding majority of Congressmen and Senators; 37-1 in the Senate and 98-21 in the House. The wide margins are presumably due to the AG’s written opinion on the matter, as the question had been posed to him by a representative opposed to gambling who wanted clarity.  The last vote occurred on May 7th and the bill was stricken from the Senate calendar on May 12. Governor Brownback signed the bill on May 19th.

In other Kansas news, yesterday was also supposed to be the day that the Kansas Lottery was to release their choice for a casino in SE Kansas. However in a late April meeting all three candidates were found to be qualified and the proposals were passed on to the  Lottery Gaming Facility Review Board who will have 60 days to choose a winner or send the applications back to Kansas Lottery for further review. Before any license is awarded the Kansas Racing and Gaming Commission will conduct a background investigation into the winning suitor.
