Pennsylvania’s gambling market has set a new benchmark, with the Pennsylvania Gaming Control Board (PGCB) reporting a historic $6.39 billion in combined revenue for the 2024/25 fiscal year. The figure, which surpasses the $5.89 billion achieved in 2023/24, reflects growth across multiple verticals, including slot machines, iGaming, table games, sports wagering, video gaming terminals (VGTs), and fantasy contests.
The state’s fiscal year runs from July 1 through June 30. Along with record revenue, the PGCB confirmed tax contributions also hit a high, generating approximately $2.79 billion for public programs — up from $2.54 billion in the prior year. These funds support property tax relief, economic and community development, safety initiatives, and contributions to the state’s general fund.
iGaming Drives Significant Growth
The most substantial gains were recorded in online gambling, where iGaming revenue reached $2.47 billion, an increase of over 27% compared to the previous fiscal year. Hollywood Casino at Penn National Race Course led the market, generating nearly $936 million. Valley Forge Casino Resort followed with $675 million, while Rivers Casino Philadelphia contributed $412 million, and Harrah’s Philadelphia delivered over $115 million.
Golden Nugget showed the sharpest rise, more than doubling its revenue to $79.7 million, while operators like Bally’s Pennsylvania and Live! Casino Philadelphia also posted strong year-over-year increases.
Tax revenue from iGaming alone exceeded $1.09 billion, making it a vital source of funding for the state.
Despite the rapid growth of online platforms, retail slot machines remain the largest single revenue stream in the state, generating $2.44 billion in FY 2024/25 — almost identical to the previous year’s total. Parx Casino once again led the category with over $377 million in slot revenue, followed by Wind Creek Bethlehem at $281.8 million and Rivers Casino Pittsburgh with $259.3 million.
Table games, however, saw a modest decline of 3.04%, totaling $928.9 million for the year. Wind Creek Bethlehem topped the table games market with $248 million, while Parx Casino and Live! Casino Philadelphia followed with $196.4 million and $104.1 million, respectively.
Sports Betting, VGTs, and Fantasy Contests
Sports wagering brought in $487.6 million, a marginal increase from the prior year despite a higher total betting handle, which climbed from $8.17 billion to $8.72 billion. Valley Forge Casino Resort maintained its leading position with $250.3 million in revenue, while Hollywood Casino at the Meadows secured $131.1 million.
Video Gaming Terminals (VGTs), available at 75 licensed truck stop locations, generated $41.4 million, a slight increase of 0.7%from the previous year.
Fantasy sports contests experienced a slight decline, with total revenue reaching $19.1 million, down 0.66% year-over-year. DraftKings led this vertical with $13.3 million, followed by FanDuel at $3.29 million.
As stated by the PGCB, with gambling revenue at an all-time high, Pennsylvania collected $2.79 billion in taxes during FY 2024/25. High tax rates on iGaming and sports wagering — among the steepest in the nation — significantly boosted this figure.
The tax proceeds support a wide range of state programs, including property tax reduction for homeowners, funding for the horse racing industry, grants for economic development and infrastructure projects, and support for law enforcement and public safety.
Pennsylvania continues to rank as one of the top three gambling markets in the United States, behind only Nevada and New Jersey. Industry experts note that the state’s combination of a strong regulatory framework, a broad selection of online and retail offerings, and high consumer engagement has made it a model for other jurisdictions.
As operators expand their online platforms and integrate new technologies, analysts anticipate continued growth in the state’s gaming market. The PGCB’s data reinforces that iGaming will remain the primary driver of future gains, while retail slots and sports betting maintain a steady presence in the mix.
