A fintech company headquartered in São Paulo, Brazil, has taken a leading position in the competition to operate the state lottery of Mato Grosso do Sul, known as Lotesul. Idea Maker Meios de Pagamento e Consultoria advanced in the bidding process after the technical disqualification of a competing bidder and now moves toward the final stages of the selection procedure.
The concession to manage the lottery system is expected to generate annual revenue of approximately R$51.4 million. Authorities designed the project as a long-term operational contract in which the winning company will develop and maintain the technological infrastructure used to run the lottery’s digital operations.
Financial Proposal Exceeds Required Threshold
Founded in 2011, Idea Maker already maintains a presence in the region through its involvement in developing the MS Cap application. This platform replaced the Pantanal Cap capitalization bond in 2021 and currently operates within the state’s financial and lottery ecosystem.
The company’s advancement occurred after the technical disqualification of Prohards, a competitor that had been participating in the selection process. Following that decision, Idea Maker received an official invitation to submit its final proposal for the concession.
To strengthen its position during the bidding process, Idea Maker presented a financial proposal that significantly exceeds the minimum requirement established by the tender rules.
According to iGaming Brazil, the company offered to transfer 35.33% of total lottery revenue to the government of Mato Grosso do Sul. The bidding notice required only a 14.33% share of revenues to be directed to the state, meaning the fintech’s offer surpasses the minimum by a substantial margin.
Among the companies still competing for the concession, this proposal represents the highest percentage currently on the table. If the offer ultimately prevails, the arrangement could provide a notable increase in revenue for state coffers.
Officials designed the concession framework to ensure that the future operator contributes directly to public finances through revenue-sharing obligations. The structure also allows the government to maintain oversight of lottery operations while relying on private technological expertise to manage the platform.
The concessionaire will receive responsibility for implementing and operating the digital system behind the lottery. This system must centralize key operational components, including ticket sales management, bettor identification procedures, prize payments, and tax collection mechanisms.
Authorities view the integrated platform as essential to maintaining transparency and security in the lottery’s day-to-day operations.
Technology Testing and Regulatory Steps Ahead
Although Idea Maker has advanced in the process, the concession has not yet been finalized. Before the state reaches a final decision, the company must complete a proof-of-concept phase designed to verify whether its proposed platform can handle the full scope of lottery operations.
This technical evaluation will test the reliability, security, and performance of the system intended to run Lotesul. Officials will examine whether the technology can support operational processes such as validating bets, controlling transactions, and managing prize payouts.
The Mato Grosso do Sul government will announce the schedule for the practical test through the Official Gazette. The trial will serve as a key step in confirming whether the proposed infrastructure meets the technical requirements outlined in the tender.
Meanwhile, the earlier disqualification of Prohards may still influence the process. The company has indicated it intends to challenge the decision through a formal appeal. According to the current procedures, that appeal will be filed only after the evaluation and qualification phases conclude.
Until those stages finish, the final outcome of the concession remains uncertain.
Winning the Lotesul contract would mark a significant expansion for Idea Maker’s operations in Brazil’s lottery and fintech sectors.
The company operates under the leadership of executive Jorge Ramos de Oliveira Júnior and entrepreneur Marcelo Augusto Galli. With share capital of R$5.5 million, the fintech manages applications across several Brazilian states, including São Paulo, Minas Gerais, Paraná, and Santa Catarina.
Managing the Mato Grosso do Sul lottery would extend its reach into a new segment of state-level gaming operations. The project would also place the company in charge of delivering and maintaining the full technological environment required to run the lottery system.
For the state government, the concession forms part of a broader effort to modernize lottery management through centralized digital platforms. Officials expect the integrated system to allow more efficient control over ticket sales, player verification, taxation processes, and prize distribution.
