William Hill is preparing to expand its Nevada sportsbook network through three new partnerships with Terrible’s after receiving unanimous preliminary approval from the Nevada Gaming Control Board (NGCB).

The proposed locations are Terrible’s Casino in Indian Springs, Terrible’s in Carlin and Terrible’s Searchlight Casino in Searchlight. The Nevada Gaming Commission is expected to consider the applications at its November 19 meeting.

Final approval would take William Hill’s statewide network beyond 110 outlets, including staffed sportsbooks and locations offering automated betting kiosks.

The expansion follows a series of additions since 2025, as Caesars Entertainment’s sportsbook business continues to establish a presence in smaller Nevada communities.

Terrible’s Partnership Extends Statewide Reach

The latest applications build on William Hill’s existing relationship with Terrible’s, which includes the sportsbook at Primm Valley Resort.

The Primm venue reopened in July after a 17-day closure. Caesars restored operations with three betting kiosks, three ticket windows and 24 viewing screens beside the property’s 24-hour sports bar. Employees who had been temporarily relocated also returned. A William Hill kiosk remains available at the nearby Whiskey Pete’s truck stop.

Eric Hession, president of Caesars Digital, said the company can establish a functioning sportsbook at a new location in less than three weeks.

He attributed the expansion to demand from local customers.

“We think the product that we have in the brand and our marketing really resonate with the locals and we’re continuing to kind of lean into it to try to secure new locations, to get expansion opportunities signed up and then, of course, to provide great service and retain the ones we have,” Hession said.

The operator’s model accommodates both large casino sportsbooks and smaller venues with kiosk-only betting facilities.

“There are just so many little towns with, you know, three or four smaller casinos,” Hession said. “Everybody thinks it’s just the Strip and the big ones, the big local ones in Vegas, but they’re just a ton all around and we’ve really built our product so that we can handle a major book like a Strip property like Caesars or The Venetian where we run the William Hill product, all the way to a tiny casino with just a kiosk and no window.”

Recent Additions and Property Improvements

William Hill has expanded or upgraded several Nevada locations over the past two years. Its network now includes venues at Virgin Hotels Las Vegas, Hotel Nevada in Ely, Verdi Grillhouse in western Nevada and Barton’s Club in Jackpot, near the Idaho border.

The company has also completed a renovation of the 3,400-square-foot race and sportsbook at Rio Hotel & Casino. The upgraded facility features 12 self-service kiosks, eight racing carrels, new LED displays and improved seating, alongside VIP lounge areas and a renovated sportsbook bar.

Caesars Sportsbook and William Hill share the same underlying technology and product ecosystem, allowing casino partners to choose the brand that best fits their property.

NGCB Sets Conditions for New Licences

The preliminary approvals for the three Terrible’s locations include five regulatory conditions.

William Hill must notify the NGCB within 30 days of any changes to its agreements with the licensed properties or the introduction of new agreements.

The venues must comply with Nevada Gaming Commission Regulation 6.090 and applicable internal control standards for computerised race and sports pools. Their reserve agreements must also receive approval from the NGCB Audit Division before wagering operations begin.

Each property’s surveillance system requires inspection and approval by the NGCB Enforcement Division within 60 days of the state gaming licence being issued.

The regulator must also approve any change between staffed and kiosk-only operations. This requirement applies to opening or closing staffed satellite facilities at locations using both formats.

Nevada requires customers to register in person at a licensed sportsbook before placing digital wagers remotely within the state. Caesars and William Hill use promotions to encourage visits to their casino partners.

The Nevada 1 Million Parlay Cash Giveaway distributes prizes throughout the football season, including a weekly US30,000 grand prize for customers who visit a casino and place a qualifying parlay wager.

Hession said Caesars funds the promotion itself.

“We’re paying for that ourselves,” Hession said, as reported by Las Vegas Review-Journal. “So it’s a way to kind of reward the owners of the casinos and try to get customers to come into their casinos, place the bet and get a chance to win a huge amount of money.”
