The Pennsylvania Gaming Control Board has decided to fine two casino operators in the state based on underage gambling. A total of $242,500 was placed against the operators of the Sands Casino Resort and the Meadows Racetrack and Casino. The fines were a result of approvals by the board during a public meeting of consent agreements involving the board’s Office of Enforcement Counsel.

Underage Gaming:

Operator of the Sands is the Sands Bethworks Gaming, LLC. This company was fined $120,000 for violations involving underage gaming. They were also fined an additional $110,000 due to employees providing free slot game play when they were not authorized to do so.

The Pennsylvania operator of the Meadows Racetrack and Casino is Washington Trotting Association, LLC. This group was fined a much smaller amount of $12,500 as they had only one violation of underage gaming.

According to a recent press release…

Sands had 11 total incidents of underage gaming. Two eighteen-year old females were allowed to access the gaming floor and play the slots. One eighteen-year-old female was allowed to play table games and was served alcohol.

One nineteen year old female and three nineteen year old males were able to play slot machines on the gaming floor. In the twenty year old range, one male was able to play table games and drink alcohol. One male was able to play the slots while a female played slots and was served alcohol. Lastly, a twenty year old male was allowed onto the gaming floor and spent two separate days playing table games and drinking alcohol.

For the Washington Trotting Association, LLC and the Meadows, an 18-year-old male was allowed to wager on table games and was served alcohol while on the gaming floor.

Additional Fines:

Sands was served a second fine by the board for allowing free slot play to be issued by employees that were not authorized to do so. The amounts provided were also found to be above the authorized levels allowed.
