DigiPlus Interactive Corp. is preparing to break into South Africa’s booming online gambling industry, signaling the company’s next step in a wider global expansion plan. The Philippines-based gaming firm, known for its ArenaPlus and BingoPlus platforms, recently confirmed it will be applying for regulatory approval from the Western Cape Gambling and Racing Board (WCGRB)—a jurisdiction favored by both local and international operators for its regulatory transparency and strong digital infrastructure.
Three Licenses Targeted in Africa’s Most Advanced Market
As reported by Inquirer.net, the expansion into South Africa follows closely on the heels of DigiPlus’ announcement that it will launch in Brazil in September 2025. According to Chairman Eusebio Tanco, these efforts form part of a calculated international strategy aimed at emerging digital entertainment markets.
“We are thrilled to take this next bold step in our international journey,” said Tanco. “South Africa is not just the largest online gaming market in Africa, it’s a gateway to the continent’s digital future.”
To operate in South Africa, DigiPlus will pursue three distinct licenses: a National Manufacturer License, a Bookmaker License, and a Bookmaker Premises License. In addition, key employee licenses will be secured to ensure qualified personnel are in place for leadership and compliance.
In accordance with South African regulations, the company is establishing a local legal entity, as foreign ownership and directorship are permitted under WCGRB requirements. The application process is expected to span at least six months and includes thorough probity investigations of the company and its ultimate beneficial owners, followed by platform testing and board evaluation.
The company’s commitment to local integration is underscored by its emphasis on responsible innovation, cultural relevance, and community connection. South Africa’s Gambling Industry Offers High Growth Potential
South Africa’s online betting market is currently valued at more than R28.97 billion (about $1.6 billion USD) and is projected to grow by up to 5% annually. With nearly half of total gaming revenue coming from digital sports betting, the country offers fertile ground for operators that can meet regulatory expectations and technological demands.
Several factors contribute to the sector’s growth: high mobile penetration, increasing consumer engagement with digital services, and a rising appetite for real-time sports wagering. These elements have positioned South Africa as the continent‘s flagship online gambling hub.
DigiPlus views the Remote Gambling Bill—currently in progress—as another major incentive. If passed, the legislation would expand the scope of legal online gambling in South Africa to include casino gaming, creating further opportunities for international firms ready to enter the market under strict regulatory oversight.
Challenges in Philippine Market
This expansion also comes at a time when DigiPlus is facing tightening regulatory scrutiny in its home country. A proposed online gambling ban in the Philippines has cast uncertainty over the future of the local gaming sector, with DigiPlus having suffered a major decline in stock performance in recent months. Tanco acknowledged the risks but remained optimistic, telling shareholders at the company’s annual meeting: “The best years are yet to come.”
He added, “This will mark our third major market after the Philippines and Brazil, and we’re approaching it with careful, careful strategy. South Africa is just the beginning.”
