The Philippine Amusement and Gaming Corporation (PAGCOR) has issued a fresh warning to the public concerning fraudulent activities allegedly involving Lucky 7 Bingo Corporation. Though the company holds a legitimate license to operate an E-Games venue, PAGCOR has received reports linking it to unauthorized contracts that misrepresent the scope of its licensure.

Fake offshore gaming license at the center of the scam:

These misleading contracts, reportedly signed with private individuals, promote participation in the so-called “Lucky 7 Bet Lottery Platform.” According to the regulator, these agreements falsely promise earnings of up to Php50,000 and require an upfront deposit of Php3,000.

PAGCOR clarified that the license referenced in these promotional agreements is entirely fictitious. The supposed authorization claims to be an offshore gaming license, despite the Philippine government banning all offshore gaming operations as of December 31, 2024.

Atty. Jessa Fernandez, head of PAGCOR’s Offshore Gaming and Licensing Department, confirmed the discrepancy, stating, “While Lucky 7 Bingo Corporation is a legitimate licensee for E-Games venue operations as of April 30, 2025, it does not hold any valid offshore gaming license.” She emphasized that “the license presented in said agreements is fake, and any engagement based on it is fraudulent.”

Fernandez urged citizens to remain cautious when approached with gambling-related offers that claim PAGCOR accreditation. “We strongly advise the public to exercise due diligence when engaging with entities claiming to be PAGCOR-accredited,” she stated.

This latest advisory follows a series of similar alerts issued earlier in the year, where PAGCOR warned about fake websites and Viber messages impersonating high-ranking PAGCOR officials. These impersonation attempts, coupled with the latest scam involving Lucky 7 Bingo Corporation, highlight an ongoing effort by fraudulent actors to exploit PAGCOR’s name and the public’s interest in legal gaming.

Despite its current legitimate status as a licensed E-Games venue operator, Lucky 7 Bingo Corporation has not been registered as a Philippine Offshore Gaming Operator (POGO) and does not have any authorization to offer offshore gaming services. According to the regulator’s press release, PAGCOR records confirm the company’s inclusion on the official register as of April 30, 2025, solely for E-Games operations.

The gaming regulator emphasized the importance of understanding the distinctions between various license types and called on the public not to assume that one form of licensure implies permission for broader or offshore operations.

In line with its role as the nation’s gaming watchdog, PAGCOR reaffirmed its commitment to investigate and act upon any misuse of its licensing system. The agency maintains that only through strict regulatory oversight and public awareness can these deceptive practices be curbed.

For now, PAGCOR continues to caution the public and business community to report any suspicious activity involving fake licenses or misrepresentation of gaming credentials.
