The General Commercial Gaming Regulatory Authority (GCGRA) has named Ciarán Carruthers as its new chief executive officer, marking a key leadership transition in the development of commercial gaming oversight in the United Arab Emirates. Carruthers, a seasoned executive with over four decades of experience in global luxury resorts and gaming, joins from Crown Resorts in Australia, where he served as CEO until late 2024. His appointment comes as the UAE continues to expand its regulatory framework for both brick-and-mortar and online gaming markets.

Carruthers succeeds Kevin Mullally, who led the GCGRA from its inception in September 2023 before stepping down in November 2025. Jim Murren, former CEO of MGM Resorts and current GCGRA chairman, served as interim CEO in the interim period. “Ciarán brings exactly the calibre of leadership this role demands,” Murren said, highlighting Carruthers’ experience in building trust with regulators, governments, and industry partners across multiple jurisdictions.

Experience Across Global Gaming Markets

Throughout his career, Carruthers has held senior positions at Wynn Macau, Sands China, Galaxy Casino, and Crown Resorts. At Crown, he oversaw major reforms in anti-money laundering and responsible gambling protocols, including restoring regulatory confidence after the Bergin Report uncovered compliance failures. Under his leadership, Crown Sydney also secured a full, unrestricted licence in Victoria, Australia. Carruthers’ experience in managing complex regulatory and operational challenges is expected to inform the UAE’s evolving gaming framework.

He emphasized the significance of his new role, stating in a press release, “The UAE is establishing itself as a global benchmark for modern and responsible gaming regulation, and I look forward to working closely with the team, licensees, and government partners to deliver on that ambition.”

Driving the Next Phase of UAE Gaming

The appointment coincides with significant developments in the UAE’s gaming sector. The GCGRA recently oversaw the launch of Play971, the first licensed online iGaming and sports betting platform in the country. Play971, operated by Momentum, offers betting on football, including select options for the 2026 World Cup. The regulator is adopting a model that allows one online licensee per Emirate, mirroring the approach used for physical casinos and increasing competition for market access among operators.

Despite regional challenges, including delays to Wynn Al-Marjan Island due to geopolitical tensions, the UAE remains an attractive market for international gaming operators. Carruthers’ priorities include refining regulatory frameworks, expanding B2B infrastructure such as live dealer studios, and ensuring responsible gaming standards are implemented across new online and brick-and-mortar operations.

Carruthers’ track record demonstrates a focus on regulatory compliance and integrity.
