MGM Resorts International, in a significant show of commitment, has reportedly forfeited its right to withdraw from the ambitious Osaka integrated resort (IR) project, valued at nearly US$10 billion. This decision underlines the company’s dedication to the development, ensuring its involvement for the foreseeable future despite previous provisions that permitted withdrawal under certain conditions.
Originally, MGM had the option to exit the project anytime until September 2026 if faced with various adverse conditions such as a shortfall in tourism levels to Japan, escalating investment demands, or unforeseen complications at the Yumeshima Island site. However, according to a recent report by the Nikkei, MGM has chosen to relinquish this withdrawal option.
This move comes amidst reports of hesitancy from builders concerned about the project’s long-term viability. The uncertainty was potent enough that it led to a reluctance in committing to the construction phase, potentially jeopardizing the project’s timeline and MGM’s investment.
Project Developments and Preparatory Work
Despite these challenges, preparatory work on the 21-hectare site began late last year, focusing on preventing liquefaction and strengthening the land base—a critical step given the site’s geographic challenges. These efforts are set to continue throughout the forthcoming Osaka Expo and are expected to conclude by April 2027, costing an estimated JPY25.5 billion ($173 million).
Further infrastructural preparations, including the erection of fences, the establishment of offices, and the layout of power lines, are scheduled to complete by spring 2025. However, the completion and grand opening of the IR itself have been delayed by a year, now projected for 2030.
Impact of World Expo and Construction Delays
The timing of MGM’s forfeiture coincides with a request from organizers of next year’s World Expo, who have asked for a six-month pause in construction. This pause is aimed at mitigating the impact of noise and visual disruptions expected during the Expo—a significant international event that Osaka will host, which could potentially clash with ongoing construction activities at the IR site.
The Osaka IR, a joint venture between MGM Resorts International and local partner ORIX Corporation, promises to be a transformative project for the region. Following the official signing of the Implementation Agreement in late September 2023, the development is expected to feature 2,500 hotel rooms across three brands, 730,000 square feet of MICE (Meetings, Incentives, Conferences, and Exhibitions) space, and extensive tourism facilities designed to showcase the best of Osaka and Japan.
