Ras Al Khaimah has unveiled Wynn Boulevard, a major roadway designed to directly link the upcoming Wynn Al Marjan Island integrated resort with the UAE’s key highway system. Announced during the launch of the Marjan Beach development, officials confirmed more than AED 1 billion ($272 million) in contracts have already been signed for its construction.

New Road to Anchor Resort Connectivity

“There will be a Wynn Boulevard. This connects to the resort through the beach district [Marjan Beach], to the 311 to the 611, to Dubai and the other emirates,” said Graham Hallett, Marjan’s chief development officer. “We have just signed contracts worth over AED1 billion and that is happening now.”

The road will feed into the E311 and E611 highways, providing essential access between Ras Al Khaimah and Dubai, which Wynn has identified as its “key source market.” As Arabian Gulf Business Insight reports, a spokesperson for Wynn Al Marjan Island emphasized, “We are pleased with the progress of the new infrastructure projects which will add another connection from Al Marjan Island to Dubai.”

The boulevard forms part of the wider Marjan Beach project, a massive 85 million square-foot waterfront district set to include 22,000 homes, 12,000 hotel rooms, and eventually house a community of 74,000. No full budget or timeline for the residential project has been released, though the completion of Wynn Boulevard is expected ahead of the resort’s planned March 2027 debut.

Construction is progressing rapidly on the$5 billion resort. Abdulla Al Abdouli, CEO of Marjan, confirmed that 61 of the tower’s 70 floors are already built, with the project scheduled to open in early 2027. The integrated resort will feature more than 1,500 rooms, luxury dining, a private marina, entertainment venues, and the UAE’s first legal casino, covering 21,000 square meters. Wynn Resorts has projected the gaming market could generate $3–5 billion annually in the UAE, with analysts such as CBRE suggesting revenues may approach $8.5 billion.

While the boulevard itself is a state-backed initiative, Wynn is heavily involved in design and delivery. An image shared on ResortX suggests Wynn’s in-house design arm has been responsible for one of the pedestrian bridges planned for the lowered roadway. The project is being managed by Island 3 Infra Enterprises, part of the joint venture between Marjan, Wynn Resorts, and RAK Hospitality Holding. Wynn holds a 40% stake in this venture, with RAK Hospitality controlling 59% and Marjan 1%.

Notably, Wynn secured a $2.4 billion loan in February 2025—the largest hospitality-related financing in UAE history—to support construction.

Expanding Wynn’s Presence in Ras Al Khaimah

Although Marjan officials underline that Wynn Boulevard is purely an infrastructure project, the resort’s ambitions appear broader. Wynn has trademarked “Arabian Strip” and “Marjan Strip” since 2022, and registered “Encore Marjan Island,” suggesting a possible sister property in the future. AGBI has also reported that Wynn acquired land for a potential second casino site on Al Marjan Island.

Meanwhile, Wynn Al Marjan Island continues to showcase new features as its opening nears. The resort has revealed its first dining concepts, including a steakhouse by French chef Alain Ducasse and the Las Vegas supper club Delilah. In total, 22 restaurants will operate on-site, ranging from Indo-Persian and Italian to Lebanese and Japanese cuisines.

The project also introduces Enclave, a collection of 99 ultra-luxury suites with private pools, a secluded beach, and bespoke amenities. Wynn’s design team has crafted over 1,500 guest rooms with floor-to-ceiling Gulf views, combining regional art influences with 18th and 19th-century elegance.

The resort, expected to anchor Ras Al Khaimah’s tourism growth, is forecast to attract 3.5 million visitors annually by 2030. Wynn executives have also confirmed that nightly light and laser shows will be part of its entertainment offering.

CEO Craig Billings highlighted the design vision, stating: “We have spent the past year meticulously programming and concepting Wynn Al Marjan Island, carefully considering its unique location.
