Fennica Gaming has introduced its online casino titles to players in Québec through Loto-Québec’s digital platform, the sole regulated online gaming channel operating in the province. The rollout represents the company’s first presence in Canada and adds a new stage to its broader international expansion. Teams from Veikkaus Group marked the event with coordinated celebrations in Helsinki and Montreal, while preparing for the upcoming release of the supplier’s eInstant products.

Québec Launch Supports Wider Expansion Plans

The company described this moment as a key development in its efforts to grow across regulated jurisdictions. “Expanding into Canadian market and to Québec is an important milestone for us. We aim to scale rapidly and to deliver high-quality content to regulated markets. This launch reflects our commitment to long-term growth and our ability to adapt to diverse market needs. We are excited to start the mutual journey with our customer success team, to secure the right offering and successful sustainable business growth of our new Friends in Canada,” shares Joni Hovi, SVP Customers and Marketing at Fennica Gaming.

Both sources note that the integration phase required several coordinated stages and that all teams maintained a consistent schedule throughout. Fennica Gaming highlighted the collaboration between technical groups in Canada and Finland, crediting this cooperation for a smooth process. The company said the build-out included game development, localization work, certification steps, release preparations and user acceptance testing.

Kirsi Lagus, SVP, Portfolio and Product Development at Fennica Gaming, said in the company’s press release, “The technical integration, game development, localization, certification, releasing and UAT processes went smoothly. We worked closely with Loto-Québec to ensure compliance with local regulations and to meet the highest standards of quality. It’s a testament to the strength of Veikkaus Group’s capabilities and the agility of our teams. We are also confident that our games offer the players new type of entertainment with a twist they might have not seen before.”

Collaboration With Loto-Québec and Market Position in Canada

Loto-Québec, which oversees the provincial lottery and manages the only legal online casino framework in Québec, expressed its approval for the new addition. The operator stated that the partnership fits its approach to regulated offerings and supports continued enrichment of content options for customers in the province. The collaboration also advances Fennica Gaming’s ambition to bring its portfolio to markets that maintain structured regulatory oversight.

The launch extends the company’s presence across an increasing number of jurisdictions. Earlier steps in its expansion included the acquisition of a gaming vendor licence from the UAE’s General Commercial Gaming Regulatory Authority in June 2025, followed by a B2B licence in Greece. The addition of Québec places Fennica Gaming’s reach across three continents and 15 countries, reinforcing its strategy to distribute content in markets that implement regulatory controls and consumer protection measures.

According to information shared by the company, the technical rollout aligned with the project timetable set by both parties. The process incorporated compliance checks tied to Québec rules and required ongoing communication between specialists involved in each step. The company emphasized that its team prepared the project carefully to support a stable entry into the Canadian market and to introduce its portfolio to a new audience.

With the successful deployment now in place, Fennica Gaming plans to extend its range on Loto-Québec’s platform when its eInstant products are released. The supplier highlighted that the collaboration reflects confidence in its capabilities and in the direction of its regulated-market expansion efforts.
