The Eagle Mountain Casino in Porterville, California, has officially broken ground on its highly anticipated Phase 2 expansion, ushering in the next phase of the Tule River Tribe’s vision for a world-class resort destination. The groundbreaking ceremony, which took place on July 1, 2025, marks a significant milestone for the casino, as it plans to add a luxury hotel resort to its existing gaming facilities. The event was attended by members of the Tule River Tribal Council and elders, and featured cultural performances, speeches, and the unveiling of the new logo and renderings for the future Eagle Mountain Casino and Resort.

A $220 Million Expansion Near the Porterville Fairgrounds

The $220 million expansion, which will transform the current casino property off Highway 65 near the Porterville Fairgrounds, will include the addition of a 193-room hotel tower, featuring a rooftop restaurant that offers guests spectacular views. The resort will also see the construction of a new 2,000-seat events center with ample convention space, breakout meeting rooms, and a variety of pre-function areas. New hotel amenities will include a spa, arcade, and resort pool, all designed to elevate the experience for both casino guests and resort visitors.

The scope of the expansion also includes the construction of a central warehouse and office spaces, along with the expansion of the casino’s existing restaurant. The project is expected to significantly enhance the resort’s offerings, providing visitors with new dining options, meeting facilities, and entertainment experiences that cater to a broad range of interests.

Construction and Completion Timeline

Construction on the new phase is set to begin in the summer of 2025, with the grand opening scheduled for sometime in 2027. According to The Porterville Recorder, Tutor Perini Corporation, a well-known construction company, has been awarded the contract for the project, with its subsidiary, Tutor Perini Building Corp., overseeing the expansion work. The project team will also include Connect Advisors, serving as the owner’s representative, and HBG Design, which will provide design and architectural services to ensure a cohesive and high-impact expansion that aligns with the tribe’s long-term goals for hospitality development.

The Tule River Tribe is excited to bring this major expansion to life, further establishing Eagle Mountain Casino as a premier destination for gaming and hospitality in the region. The hotel-resort expansion will not only enhance the resort’s offerings but also create significant opportunities for economic growth and job creation within the local community.

City Plans and OHV Park Development

The expansion project also led to the closure of the adjacent Off-Highway Vehicle (OHV) Park, which was closed in fall 2023 to make room for the resort. However, the city of Porterville has plans to develop a new OHV park southwest of the former site, with a $1 million grant from the California State Off-Highway Motor Vehicle Recreation Division to support the development of this new park.
